Tenants can apply individually if heat is below 62°F daytime for 24+ hours. My floor in a 40-unit building each got $400 credits last winter; forced landlord to fix faster. Need Con Ed bill in your name or “heat included” lease, plus indoor temp log. HPD violation helps.
